An Examination of Physical Education Teachers’ Perspectives on the Ministry of National Education’s 10000 Schools in Basic Education Project

Abstract

In an educational institution, the physical conditions and the adequacy of instructional materials significantly influence student success in achieving established goals. To this end, the Ministry of National Education implemented the "10,000 Schools in Basic Education Project" in 2021-2022. The aim of this study is to examine the views of physical education teachers regarding this project. The study was designed according to phenomenology, which is situated within the qualitative research approach. The sample consists of 8 physical education teachers selected through the criterion sampling method. Data were obtained using a semi-structured interview form developed by the researchers. The collected data were analyzed via content analysis using the NVivo 12 software package and subsequently interpreted. Research findings reveal that the project has strengthened equality of opportunity in education, particularly in village schools and regions with limited resources. Participants stated that support for sports equipment, equipment improvements, and the elevation of physical standards increased student motivation and enabled lessons to be conducted more efficiently. However, the findings indicate that large-scale facilities, such as gymnasiums, have not yet reached the expected level and that the effectiveness of in-service training for teachers remained low due to a lack of practical orientation. Consequently, while the project has been successful in strengthening the physical infrastructure, it has been determined that more comprehensive and face-to-face training strategies are needed to enhance the quality of pedagogical processes. Various suggestions were made based on the findings obtained.
